It specifically references a strong and growing economy, PLUS the earlier 1993 tax increase law on the rich. Which is what I was referring to. Once again you and brent have confused correlation with causation.
Gov reductions played a minor role in the surplus. Go take a look at the deficit trend-line prior to the enacting of those laws. It takes years to change the direction of an economy this large. The 93 law had already reduced the deficit from $300 Billion to $22 Billion by the time the 97 laws were passed.
