An attempt to save face on Irans part, as to project they are negotiating from a position of strength.

Or a ruse to allow placement of more sea mines in some clandestine fashion.

FYI - they have sea mines that sit on the bottom and shoot a missile up to the bottom of the ship; these mines have sensors to detect large ships exclusively.
They also have standard floating and subsurface mooring mines that are as cheap as $1,500 each - the last one of these to contact a US war ship did $89mil in damage and put the ship in dry dock for over a year.
