I’m not saying out military isn’t in shambles, but would argue both of these can happen concurrently. It’s better to have some semblance of a plan and fail, then to be holding you dick in your hands because we never imagined things would get this bad.
Ideally there should have been a plan all along, updating the use of muskets to, checks notes, oh we are still using them. Looks like this plan from 1812 is still valid, send it!
I hear you.. but.. again, its about priorities..
Canada only has so many resources.. there are only so many competent officers and NCO's.. so many training dollars.. so many tools to train with.. and there are only so many hours in a day...
Even the US, with its vast resources is very very careful about how it spends money and time related to wargames (for what its worth, my firm has been the primary contractor that oversees USAF title 10, theater level wargames for the last decade)..
So unless Carney really thinks the threat is high priority.. its a senseless waste of those resources that could have been better utilized elsewhere..
For example, the US will absolutely spend a lot of time and money this year developing inteligence on Chinese military capabilities, its advancements, its changing TTPs, where it is today vs where its going to be in 5 years, 10 years, etc.. and then it will actively plan and wargame out dozens of scenarios at varying locations and levels through its war colleges, its wargaming institutions, etc.. and document and shelve the outcomes, and work toward improving outcomes for the next wargame...
but it will spend little time at all concerning itself with an invasion of Spain... the liklihood of the US entering into an armed conflict with the Spanish is low.. and the money, time, and resources would be far better used elsewhere..
thats not to say the US doesnt have a war plan for just about any possible scenario you could imagine with every possible enemy, foreign or domestic..
but many of those war plans are OLD.. and dont get dusted off very regularly.. because there are far greater priorities... and again, the US has FAR greater resources avaiable than Canada..
you dont want to know how old the inteligence, maps, information, etc was when the US invaded Grenada for example...
vs when we hit Maduro recently at his house in Venezuela.. you'd be amazed just what the US knew and was able to plan for... and just how detailed everything was down to the gnats ass..
its all about priorites..
