OH NO, … not another cool cat cartridge based off the Whelen - but, I will give it a dedicated search & does sound like a ‘real looker & fun’ project!
 
cant tell exactly from the OP's pic.. but based on the one pic and the bullet measurement, I'd guess .35 Whelen...

Here's a factory loaded federal .30-06 next to a re-sized and primed .35 Whelen made from re-sizing a federal 30-06 case (just pulled from my ammo locker)..

Looks pretty similar to the OP pic..

"petrov design"? Anyway, I would go for the .400 Whelen AI in an '06 case. Might get a couple of grains more powder stuffed into it? LOL
 
Back in the '70s, I reloaded paper (actually cardboard) 12ga. shells before I transitioned to AA plastic hulls. You could load the cardboard hulls "hotter" (more powder and shot than the plastic hulls). Every once in a while, the brass base would separate from the cardboard hull upon firing. Not a big deal, but I would have to remove the barrel from my Remington 1100 to get out the hull from the chamber. It seemed to only happen with multiple reloading of the cardboard hulls. I've seen recently where Remington is making the paper hulls again.
Same for an old guy I shot skeet with around that time. He had been a factory shooter in prior years and had "a warehouse full" of paper hulls. Reloaded them just once and left them on the ground, IIRC.
