I agree the African partners are behind Central / South American and European Units. I think we can attribute that to persistent vs episodic training and funding due to priorities in the world at the time. Remember when all of Africa fell under EUCOM and no one cared.
I put a lot of that on who has “owned” that mission as well…

As long as the State Dept owns ACOTA, AFRICAP, GPOI, and all the other major contract vehicles that are used for training African countries, there are going to be problems with priorities and continuity of mission sets…

Transfer responsibility to either AFRICOM or SOCOM and I think we’d see pretty substantial improvements in a fairly short period of time..
 
Just a national geographic field researcher. Going to fun parts of the world with some fun people.

And im not saying they dont have some decent and tough guys with a higher iq that are good.
But your rank and file guys in africa and iraq/afgan really suck.
What part of the world was your favorite and what people?

By chance did you know Kevin Maurer, Steve Hebert, or Jeff Newton....They were pretty into conflict zone reporting?

That was partly tounge and cheek.
I did know Christopher Allen briefly before his trip to Africa.

I was doing ACOTA when it was ACRI. It was never intended to be a SOF mission, I have some kind of strong feelings on the subject...

Hence AFRICOM or SOCOM taking responsibility vs Dept of State..

For the longest time State couldn’t even figure out who was supposed to really be in charge.. some days it was Africa bureau.. some days it was Pol-Mil.. some days it was INL… and their mission focus (no matter which bureau) is almost always on the “optic” vs actual performance…

I think once they get the new GlobalCap contract moving forward some of the old administrative problems will resolve…

But.. they’ve been trying to get momentum for GlobalCap for 2+ years at this point and still haven’t been successful..

I was ACRI... Directly did Brigade level training in Kenya, but also did some other stuff. At the time, there was no AFRICOM (I did do some work setting that up with MARFORAF, but that's a whole different story). Most of ACRI was through EUCOM, but Kenya was definitely in the CENTCOM AOR.

The whole idea behind ACRI was to train African forces in Humanitarian and Peacekeeping options. US SOF was usually responsible for training as they own the FID mission, but there are always exceptions... like when the Host Nation wants something else. DOS was responsible for funding and acquisition of equipment, and coordination with the HN, but were not directly involved in the actual training evolutions. From the funding perspective, remember Congress authorizes the funds and the department that has the authority to spend.

ACOTA was slightly, but not totally different.

Because ACRI was focused (and limited) by the peacekeeping mission, what we could teach (and the uses of the equipment provided) were limited. This was not necessarily a DOS restriction, it was written in the Congressional authorization, though DOS did like to play policeman on that. Neither ACRI nor ACOTA are meant to train HN to be solid COIN fighters, and to expect that as an outcome is to set things up for disappointment.

Now FLINTLOCK, on the other hand, has a completely different mission set. And I'm going to keep my opinions of that evolution cleanly off a public forum.

GPOI was an attempt to return to the ACRI mission… the intent was to train African “peacekeepers” to handle conflicts and post conflict recovery on the African continent so that US forces wouldn’t have to..

What really happened was retired and former SOF and conventional forces guys largely trained various African “commando” units in fairly basic skills (TCCC, tactical comms, squad and platoon tactics, etc).. and those forces, while improved, never got to the level of competent “peacekeepers”… far more often than not, because of the countries trained and the units selected, those forces got involved in internal counter terror and / or counter insurgency operations within their own countries…

But.. that’s another story.. more appropriate over a beer than the open web…

Not that it’s classified or any sort of secret squirrel stuff so much as whether or not real intentions vs stated intentions were met or whether or not the US gets what it pays for (and what it’s really paying for) is both complicated and politically charged.. and unless you’ve got some personal connectivity to it all, really doesn’t make a whole lot of sense to most people..

Completely understandable to limit the commentary on all of the above…

My brother had a security role attached to the DOS in various African countries during the periods you guys are speaking of. He says many of the official primary
Trainers (usually Army and or Green Berets) were often frustrated with the competence and commitment of the indigenous trainees.

Leaving them exposed and needing to get involved in things they shouldn’t have had to.

When the SHTF or the dollar eventually collapses like the Dutch Guilder and the British Pound Sterling did. And all reserve currencies eventually collapse.

Silver will be the easiest way to trade for daily items. Gold is for long term stability and making large purchases. Not buying a loaf of bread.
