I am guessing, but possibly either an element to regulate the barrels or an attempt to alter the balance of the rifle. In any case, it is dubious.

If the rifle has sling swivels I'd say it anchors the front swivel. Swivels fastened to the bottom rib put a big strain on the rib and perhaps the gunmaker was looking to prevent a rib separation. A picture from the side would clear this up. I'm also assuming that it doesn't interfere with sighting.

Yup. I agree with @Hammergun . Its a very shameful way to reinforce the lower rib's sling stud, done in lieu of a proper job braising on the stud and its base from the bottom side.
