That particular consequence happens by contract even if the shot is 10 yards.
 
Yes, on guided hunts, in Africa, consequences of taking a risky shot are clear, most of the time. Unfortunately, in North America, when hunters are left to their own conscience, too many are not up to the challenge. That's why there is such a culture of entitlement around the subject.
