Mozambique State Depart level 4 advisories for Niassa Reserve and Pemba

I have a safari in late October to the Niassa area with Mashambanzou Safari. I saw where the State department issued level 4 no travel advisories for certain areas in Mozambique in including Pemba where we fly into and the Reserve area where we will be hunting. The state depart website says these were issued last June 2025. The new update on August 21 doesn't reflect a change. Does anyone have any first hand information on any incidents involving hunters that have occurred this year? Yes I have emailed the PH and my booking agent. The deaths reported by US media were spring 2025 and involved game scouts and soldiers. I do not see where any hunters where involved. And I don't see anything from 2026. Thanks

 
@Sue Tidwell and her husband hunted with Mashambanzou last year in Grant’s “L” block. This inspired me to speak with Grant at SCI this past Feb. My understanding is due to the location of his two blocks, they’re free from this crap. Spoke to Sue about it too and from her FB posts, I know they had no issues.

Ok.l, I will share for all.

Niassa has not been directly hit since that unfortunate attack from IS-M. Most of the atracks happening in the North-Eastern (Macomia, Mocimboa da Praia, Muidumbe, Nangade) and Southern areas (Ancuabe, Montepuez). Some attacks occur in the central areas (Meluco mostly) as this group uses known corridors to move NE towards target areas in the SW. However, there is heightened activity along the R698 road closer to Niassa (Mueda-Montepuez) and N1 onto Pemba.

If you fly to Pemba and charter to the hunting area is much better and you avoid many risks.

Last week intel positioned a group of IS-M close to Niassa Game Reserve on its North-Eastern corner. Latest news confirm they departed the area.
 
I hunted with Dave Langerman in the Luwire area back in mid July and had no issues at all. going up to Grant's place is just another 30-40 minutes by air. If planned correctly you get off the plane in Pemba go through the customs shakedown and recheck in and hop on a Cessna to the area. If you stay overnight Grant likely has some recommendations and a great seafood dinner is in order. On the way out, you get off the Cessna and get in line to check in back to Johannesburg. Some days there are two flights.

UNICEF and the Oil companies are doing regular flights into Northern Moz each day with their own planes. Even a few helicopters around. Security was normal but up North there is a larger presence.

Don't get the level 4.
 
Zim fan agreed on the charter & seafood, disagree on the rest.
Security situation is very very serious and ever degrading to be quite honest, but like I said mostly in Cabo Delgado and its NE, SW areas.
UNICEF has no flights. Northern airports are serviced by the UNHAS with 2 planes (1 curently out of service) only with limited flights and getting worse as we speak. Northern airports are run by Rwandese Armed Forces exclusively.
Oil industry is a completely different story and super well guarded by (again) Rwandese Armed Forces and as you rightly stated with their own fleet of planes and helicopters flying directly Pemba to Afungi or offshore. This is a different world heavily protected inside a very hot area.

This is a high insecure context, not the slightest doubt about it.
 
Okay UN humanitarian, very full flights. Was told UNICEF at the airport

Grants area and Luwire are farther in than the eastern most locations. Just hung up the phone with a concession holder and situation in the Niassa stable, areas outside the reserve are having issues and have for many years. Doing lots of patrols. Some Villagers have moved away from the eastern borders.

If anyone wants me to take their hunt for them Ill be happy to go up there and do that.
 
The designation as Level 4 "do not fly" however would eliminate any opportunity to insure with the rescue services would it not?

No. It just costs a little more. I am using Global Rescue. I leave in two weeks for the Niassa. I am going until my outfitter tells me not too.

I also noticed that all of Tanzania is under a level 4 warning.

I was surprised to hear that Tanzania is at Level 4. When I checked the US DoS website just now, they’re under a Level 3-Reconsider Travel warning. Have been since October 2025.

I use Global Rescue also, does that insurance only cover medical evac? I thot they excluded terrorists actions in their extraction policies?

There is an option for security package. I just received a STEP email that there was an attack in one of the hunting camps. My trip may be reconsidered now. I’ll see what I hear in the next day or two.

We hunted Niassa last July exiting 1st of August
NO PROBLEMS
