Stuck 470 ne case

Who makes a stuck case remover that will fit a 470 ne. RCBS to small to fit the tim.
 
Did you pull the rim off?
Is the expander still stuck in the case?
This happened to me and the only thing I could do was to unthread the stem and chuck the die in the lathe and drill out the base of the brass to get the expander out and then used a tap in the drilled hole and a brass rod to knock the brass out. Soaked it in penetrating oil overnight first.

Can you back the expander and pin up enough to drill and tap the case head? If so, do that and then put it in the freezer overnight and try to pull it out with a threaded bolt.

You may be able to use about a 5/8" 12 point socket with your RCBS. May need a longer bolt.
 
If you pull the rim off, RCBS dies can be sent back to factory for free fix and inside polishing.
 
I had this happen to a 450#2 once. I was able to unscrew the expander/decapper out so I put a drop of gun oil between the case and die, let set overnight, then put it back in the press and used a wooden dowel to tap it out.
 
Drill and tap and rig a puller as @Wyatt Smith shows. Freeze and warm cycle a couple of times. You can use a stove or heat gun or propane torch to heat. Don’t over heat. Apply some Kroil after last heat cycle. Cool down. Apply pressure with bolt puller rig.

Amazing how stuck they can be. And how problematic the neck button and recapping pin can be if stuck inside case, particularly with bottleneck cases. Straight wall cases make job slightly easier.
Don’t underestimate problem and try to shortcut a solution. Not difficult to ruin die.

Am I reading your post correctly to say that the Tsavo rifle will be coming out with a composite stock later this year? I ask because I had been looking very hard for a Tsavo, but if there is going to be a composite stock model I will wait for that.
