I'd say that's the easy part.The IRGC will. They are the true believers. The Basij are a militia, and however fundamentalist, are not nearly as disciplined a force. Should things start to go south, like most militias, most would head for the city slums and countryside.
The challenge is getting weapons into the hands of the rebellion.
The hard part is summoning the political will to take responsibility for doing it.
Even more difficult than that is sustaining the political will to maintain the support until it's conclusion.
