I think the 25-06 loaded with 117 to 120 gn bullets is an excellent choice for leopard. My 338 is a tack driver so I have a lot of confidence in that rifle. For leopard you want speed and violent bullet expansion. With the 25-06 and 117-120 gn bullets you are probably looking at 3,000 - 3150 fps and if you use bullets that will dramatically open inside the cat and create hydrostatic shock you have perfect medicine for killing that leopard......provided you put the bullet in the right place!
The problem is not many countries will allow it. I wanted to use my 275 Rigby this year for leopard but can’t so have to take my 9.3x62 in Namibia

Why? Leopard isn’t considered dangerous game in Namibia.

Truth be told, in my memory remained one of the strongest kicking rifles I ever experienced was Winchester XPR in 338 win mag. I was zeroing for a friend, and I was not impressed with accuracy.

While the foot pounds of recoil is not bad with the 338 isn't bad it's the speed it comes back at that slaps you. It seems to have snappy recoil instead of the push of say a 375.

I do not believe this is true, while there are some countries with a minimum caliber of 9.3/.375 for dangerous game there are several countries that allow smaller calibers for leopard like Zambia, Zimbabwe, parts of South Africa, Mozambique and Namibia. In fact unless it has changed recently, in the NAPHA's website use to include extra animals that were never mentioned in the ordinance, like lion, leopard. Technically, because they are not mentioned, they can be hunted with anything except restricted weapons. While the NAPHA advocates a 7mm minimum (so you can use your 275 Rigby) it is no where to be seen in the original law.

Also, some years ago in an interview with Craig Boddington the great Harry Selby said the most popular caliber used by his clients to shoot leopard was his 243 Win.

I am not sure if that violated the regulations in Botswana at the time but I surmise that despite the regulations of the country most PH's would rather you shoot your leopard with your favorite "deer rifle" in 270/7mm/30 cal

You should be able to use your .275. Most leopard there are taken with PG rifles.
 
Would a 7mm-08 be enough rifle for a cat, assuming proper placement? If so, what bullet would you use?
Even if you shot the biggest Leopard that ever walked this earth, it will still weigh 100lbs less than a big Alberta Whitetail, and be far lighter boned

Your 7mm-08 is PLEANTY big enough.

The reasoning for using a big caliber like a 375 is the, "What if I make a bad shot" theory, but a 375 in the guts is still a huge problem, and no better than a 7mm in the guts
 
Lol…I’m thinking of Moz where you can’t use a 275 Rigby for Leopard not Namibia. I’m going in early August to Namibia for a leopard and just decided to stay with my 9.3x62 I was going to take to moz for that leopard hunt in 27
