He was a private citizen. Who hires them. He can't afford in depth security whenever he speaks. The best he can do is try to protect against the obvious - an idiot with a handgun or knife charging the stage. @mdwest, who actually is a true expert on this subject, gave a pretty detailed discussion of the challenges a couple of pages back.With all of those exposed roof tops they could have had several drones up looking or even hired a helicopter to watch the roof tops.
