Possibly but most likely you will be looking for an “own use” elephant hunt. This is not a trophy hunt but a meat elephant hunt that is part of the local quota. It’s a great hunt.

PAC hunts on elephants is available from time to time, and the process of declaring an animal a problem, normally means it goes with a trophy hunting permit, so you can export these. In reality, the opportunities for a true PAC hunt on elephant, are very rare, and has to be taken when the opportunity arises, in other words it cannot really be pre-booked or sold.

If you are looking at a more affordable elephant hunt than a trophy hunt, there are 2 options for non trophy non exportable hunts on elephant in Namibia:
own use hunt, which forms part of the normal quota, but a non trophy animal is selected, with a great degree of flexibility on the dates
traditional authority hunt, which also forms part of the normal quota, but you hunt the animal for a festival or a traditional authority party of some sort. A non trophy animal is also selected, but the date will obviously have to coincide with the planned festival.
We offer both of this type of hunts in the Caprivi of Namibia.

Pretty rare.

A favourite offering a few years ago was to try and sell PCA Lion (Problem Causing Animal, Namibian Terminology)
Lions leaving Etosha and going after cattle.
The issue, anywhere these offers are being made, no matter the country is: How do you know the animal is PCA before the hunter leaves home? Apply for a permit, get the situation assessed by MET (et al) and then conduct a legal management action.

PAC stand for Problem Animal Control, and yes they are available, but you can not plan for that. When there is a case of human wildlife conflict the authorities will investigate and then give a PAC permit. This permit is for a specific animal and needs to be hunted within a few days. The Ivory of such a hunt is exportable from Namibia.

Non trophy hunts are called “Own Use hunts” and the objective is for the local communities to utilize the meat. These quotas are limited to 2-3 per hunting area per year and the Ivory of these elephants are not exportable.

We do have non trophy elephants available in the Caprivi for $18k all inclusive. These are bull elephant and not cows like in other countries. Best times are June-October. For more info please contact me.

Something I never got is if take a non-trophy elephant, how come you can't at least take home things like the skin, feet, and tail?

I think because Cites export permits covers export ban on all body parts, and if no cites permit, no export at all. Nada!

The question that I havent seen an answer for, on the forum is:
Lets say, elephant is with tusks, but non exportable... or for majority of forum members - who are Americans, non importable to the States:

How complicated is to make tusks synthetic (plastic) replica of tusks for export?
Has it been done?

I am hunting non exportable because we had a Prime Minister in the '80's that made an act of parliament not to allow elephant products into Australia. Thought he was going to save every last elephant the misguided fool......
