I have flown in and out of Dubai (and the larger Middle East) a lot...in general, that part of the world doesn't plan for rain.

I’ve seen flooding in desert cities in the US. It doesn’t rain often but when it rains it pours.

Many seem to be investing in drainage ponds to at least protect the roads from monsoon rain. I’m actually a little surprised a wealthy city like Dubai wouldn’t have drainage around the airport for the rare monster storm.

I realize how hard the bug has bit. I’m on the cusp of safari #2 and I’m looking to plan #3 with my 11 year old a year from now while looking at my work schedule for overtime and computing the math of how many shifts are needed….
