USFWS Form 3-177 help

Can anyone point me to a tutorial on filling out this thing? I’ve read the official instructions, and they are less than illuminating. I’d like to bring a whitetail trophy back from Mexico in my personal baggage, and I’ve been told by my outfitter that the completed form is a necessity.
