He's asking about a tool to put the cannelure on the bullet.'Built into many bullet seating dies. If set up just right, it'll crimp the case into the cannelure. Used to have to do this for my kids' (tube magazine) lever-action .30-30 (which could be handloaded to behave more like a .308). What you're suggesting sounds like a post-facto tool (for already loaded ammo) but you could do the same thing with a reloading die. GL!
They have a hand one somewhere in the $100 range. Which I have one and it’s decent. But I think that CH4D one looks like it would work better. Especially if you turn it on its side and clamp it in a vice so the bullet is standing vertical.Damn, for$3K I better be doing a whole lot of canneluring!

UCT
Notice almost effortless use, and deep cannelures that result. This is a UCT I tool. UCT II tools are even easier and produce same superior result.
Corbins
Notice this tool requires more effort than UCT tool, but result is still very good, though not quite as good as UCT.
CH Tool
Notice this tool mounted vertically in a bench vise is probably best way to run this tool, as opposed to monting it flat on the workbench as designed. Also notice VERY shallow cannelure produced, and the common complaint about bullet "walking" in the device during the procedure. This is because the support rollers and the knurl shaft are only supported on one end, and with increase in pressure all crucial pieces start to DEFLECT, causing a cannelure that is not straight and pushes the bullet out of alignment in the tool. If you try to increase pressure to increase cannelure depth, the tool is easily permanently bent, and becomes worthless. BE CAUTIOUS ABOUT BUYING USED CH TOOLS BECAUSE OF THIS.
