I want to buy if possible a permanent standing rifle shooting platform. If I can’t buy I will build. I want to use bags to support my arm as I hold the gun. Any ideas?
 
I bought a portable shooting bench from Midway, took the platform off and mounted it to a surveyor's tripod.
Works great but not really "permanent" as you can take it down to relocate. Suppose you could concrete the legs in to make the setup permanent if need be.
Hope that gives ya an option to work with.
 
Portable or fixed?

I built a fixed one by digging post holes and putting 4x4 treated lumber in the ground 5’ apart, then on the vertical surface of the posts I screwed 4” pieces of 4x4 in 5” intervals so that the cross member(rifle rest) could be moved up and down to accommodate shooters of different heights and used rope tied around the cross member & vertical posts to secure it.

Then wrapped the center 2’ of the cross member in carpet to rest the rifle on.

Worked great for load testing my .470ne; wish I would have taken pictures before a fire went across my farm and burned it up.
 
I built one, using a small section of a SMALL pallet that held a compressor for a walk-in cooler (scrounged from a restaurant installation). Better than Home Depot lumber. 30" wide by 36" tall.
That custom pallet section was made from 2x3, solid wood, about 30" wide. That was the rifle rest section mounted horizontally to the proper height for me and my shooting stance.
Attached to the horizontal rest with 2x4's to the ground, with the 'feet" 2x4's parallel to the target, about 3' long from front to back. My foot position placed within this "track" like a RR track. Screwed together with lag bolts, and right-angle metal braces.
It worked for me when I used it at my buddy's farm.

I plan to build another, using 2x6's instead of 2x4's. I will pad the horizontal rest with a piece of soft carpet remnant.

I'm an old school Cajun, we learned to make things with materials we could acquire, cheap!

Standing rest makes for a proper hold when practicing with big bores.

I really like this one. A standing bench could be built on one side of it.

See if you can find a pic of the standing bench at Holland & Holland’s London shooting grounds. It is an absolutely perfect setup.
 
This is my cheap, easy and functional standing shooting bench. I bought some rectangular milk crates that I use for all my range kit. I stack two of the crates on top of the normal shooting bench at my shooting range. I have a plywood top that has sits on top of the crate. It works out to be the perfect height for me to stand straight up and shoot. It’s the only way I shoot my 404J at the range.

The aluminum one like I have has removable legs that could be replaced with longer ones I suppose. I don't know the brand and the new ones from All Seasons Feeders have the legs welded.
 
May give you some ideas. This is a custom I and a buddy made for a farmer that had neck surgery and couldn't shoot sitting off a bench. The second photo shows leaning backwards because of the lay of the land. It folds up flat and fits in a pickup bed. We used it out to 850 meters and it was steady. Legs fold inward, table folds down. Takes a couple minutes to set up and take down. IIRC, we used shoulder bolts for the hinges.
