Bird/ Waterfowl hunt wanted

Mexico currently requires cites for fulvous and black bellied ducks. But it takes too long to get those permits so they won’t be ready before you leave. So import at your own risk! Better still kill them inside the USA.
 
You were probably hunting with someone that didn't have the right permits lined up. You can bring birds back from Mexico as long as they aren't cites. If cites you need a permit. Along of guys don't have the proper uma permit.
@Moe324 - No it was not any error by the Outfitter, there were no ducks/waterfowl allowed into US from Mexico that year and I spoke to US Customs and Fish & Wildlife….was told it was due to concerns over some virus that US feared could spread to domestic fowl. You were allowed to import “taxidermy” waterfowl but Not frozen or skinned ducks.
