Any informed guesses why SAPS in-transit moratorium is back on for Mozambique?

Rifle Permits pinged me today that SAPS in-transit permits moratorium is back on until further notice.
 
A trade war would be my guess. RSA may be trying to isolate the outfitting business in Mozambique for the benefit of South African outfitters. Trying to second guess the reasoning behind RSA political thinking is an exercise in futility. Lack of logic is the norm.

Can hunters/PHs still drive across the border into Mozambique with guns?
