The simple answer is to order some powder mail order, then re-use the correctly marked shipping containers and ship via the same method the original package was sent. It's reasonable to assume, Midway, MidSouth, Natchez, and Powder Valley know what they're doing and are well within the law.

Fed Ex and UPS will not accept Hazmat from an individual, regardless of packaging.
