Please note my example of a true upper tier conflict was a nuclear exchange. For instance a typical Minuteman three warhead has a yield of around 300 kt. Total moderate to heavy damage area is 65 to 70 square miles, depending on terrain and altitude of the blast. Regardless the military, industrial or command and control aim point, lots of noncombatants will be injured and die besides those on the specific target. Also, the US has refuses to restrict itself to any non-first use pledges.
The US did indeed sign the the 1949 Geneva Conventions, but has carved out key exceptions. and has refused to sign several subsequent treaties to maintain military flexibility. For instance the US has refused to sign the protocols of 1977 with respect legal combatant protection for guerilla movements, the Ottawa treaty with respect to landmines (though the US has largely restricted their US to the DMZ in Korea), or the most recent convention on cluster munitions.
Area bombing is indeed considered a violation of the law of war, though the US military does allow interpretation of the rule of proportionality at the strategic level. For instance, commanders are allowed to weigh expected collateral damage to civilians against the overall strategic value of the attack. Furthermore, under US doctrine, not the limitations of the Geneva Conventions, dual-use infrastructure such as national power grids, military/civilian communications networks, fuel processing and storage facilities, and transportation networks can be legally justified when such strikes entail concrete and direct military advantage. As you noted, the US, thus far, has seemed to avoid these targets in Iran, though holding them under threat.
Finally, there is no international body or court, to include the ICC, that the United States recognizes as having any jurisdiction over any American uniformed combatants. This frankly has less to do with the dangers of an international institution running amok, though that may be changing, than in assuring uniformed members of the armed forces have the full protections of the US constitution. In practical terms, it also leaves the US in a self-policing role where guidance can shift with changing international context and strategic interests. Post 9/11 is an excellent example. The US has also, when in its national interests demanded it, supported temporary tribunals such as Nuremburg or the CTY.
Agreed. However, the alternatives are years away. Heck, Iraq and Turkiye just signed an agreement to export Iraqi oil through pipelines to Turkiye instead of going through the Hormuz. UAE is expanding the port on the other side of Hormuz for containers. All these alternatives are adding costs though and countries like Kuwait do not have any other options.
Short term it is and will be a pain and Iran is banking on the Democrats winning the midterms.

Another good guy with a gun slows or stops a mass shooting event.
This man jumped out of his truck and fired on the person shooting people with an AR at a In and Out burger joint.

Without offering any judgement with respect to the intelligence of anyone who writes their personal diary on a government server subject to FOIA, I found this particular entry from August of 2022 by the good doctor Fauci more than a little enlightening and extremely troubling.
