How can someone in control of a withdrawal that also has the power to move (or even remove) a deadline and the obligation to execute the withdrawal in the most competent manner possible screw it up and then blame the guy he replaced! Illogical.

Trump started a war with Iran and the constitution requires congress to declare war. Also tariffs and a whole bunch of other stuff, but now that Trump's in charge Republicans just ignore the constitution. You see the constitution is like the budget deficit, it only matters when a democrat is president.

The president can carry out military operations without the approval of congress for a not insignificant amount of time. Up to something like 90 days.. 60 days with a 30 day extension for withdrawal for safety purposes. According to the internet
