It’s not supposed to be charred. I had a building fire years ago. Luckily this wasn’t completely destroyed
 
Some kind of pad, or bumper. I can’t think of anything square that it would fit on.
Function is correct. So very close! What does it fit onto?
 
It's called a cone (nipple) protector. Commonly attached to British Enfield P53 rifle-muskets to protect the nipple from peening damage if the rifle were dry fired. Also carried over to the Snider P53 conversions and purpose made rifles to protect the firing pin.
