Looks to me like a clueless journalist with a poor editor
 
I don’t know where this is but in some places they do call the cheetah a “hunting leopard“ as far as the deer not a clue.
I was wondering about something like that. But, it struck me as funny.

I think the sign warns of hunting in the area, not crossing a road.

When I see something on a white circle with a red border, I think "prohibited". For example, this means that motor vehicles are prohibited:

So if I saw a handmade sign like that, I wouldn't think they were warning me I was in a hunting area, I would think I couldn't hunt there.
