Just received the following information from NAPHA:

MET Regulations – Hunting of Nocturnal Animals

NAPHA cannot release an official statement as yet, as we are awaiting written confirmation of comments from MET. We have verbal communication that a ban has been instated on the hunt of all nocturnal animals, however, MET has invited us for discussion.

We have a meeting with the Permanent Secretary of MET on March 14 and hope to shed further light on this subject soon thereafter.
 
Wonder what the basis of this proposed policy is?
 
Also very curious. Lots of issues also with the Leopard tag system in Namibia.
 
Jerome, are you referring to the landowners/outfitters process of applying for Leopard tags for next year?
 
Some of the issues and questions are:
- is NAPHA involved in any way with MET in the Leopard tag process?
- who can apply for Leopard tags?
- how many Leopard tags are issued every year?
- who is getting or not these Leopard tags and how many?
- who and how are they deciding who is getting them?
- what is the criteria for selection?
- why is there no transparency in the selection process?
- why is there no transparency in whom is receiving the tags and how many?
- once the Leopard tags are issued by MET, who can sell a Leopard tag and to whom? Under what conditions?
- why is there a Leopard tag "after market" in Namibia if tags by law are not transferable?
- who is selling and buying the "after market" Leopard tags? Does MET keep track of this? If they are getting Leopard tags not to use them themselves in the first place why are they getting any?
- if one is getting a Leopard tag just to resell it why are they being given a Leopard tag in the first place?
- Leopard tags are issued to specific areas where the animal has to be hunted, how do they prevent Leopard from being hunted elsewhere if these Leopard tags can be sold after being issued by MET.
- the law states "leopard trophy hunting quota tag is not transferable", ok but it can be sold, why?
- if more than one Leopard tag is used by a HUNTING GUIDE, PROFESSIONAL HUNTER, HUNTING OUTFITTER, HUNTING BLOCK/PROPERTY CONCESSION HOLDER or LANDOWNER, why are some people not receiving the opportunity to receive a single tag while others have multiple tags to sell?
 
Wow, lots of questions to be answered. Hope you guys get some clarity on these questions! That sounds a lot like the US govt, no answers to lots of questions
 
This is very disappointing. I am very interested to hear more details and how this affect Leopard as well as other predator species that are hunted.
 
It has nothing to do with LEOPARD tags / LEOPARD hunting. There is a lot of issue around the hunting of LEOPARD too, but at least we can still hunt them. The ban effect the following animals: Honey badger, Porcupine, Brown hyaena, Bat-eared fox, Aardwolf, African wild cat, Serval, Antbear and Genet. Our Hunting association [NAPHA] is busy with all related issues and we might get more information towards middle March.
 
So it seems leopard hunting is "safe" for now? I hoping to get back to Namibia next year to even the score with Mr. Spots.
 
As John mentioned the Leopard has not been part of this issue. I brought up the Leopard here but it has nothing to do with this.

Please keep us updated, i am heading to Namibia in june for a safari and Brown hyena,porcupine, honey badger and caracal where on the list. But have been informed last moth that they have placed a ban on them. very dissapointed. hopefully things may change.

Update…

Nocturnal Animals

After our meeting with the PS this week, trying to obtain a written statement on current regulations in this regard, we are awaiting written feedback, but in the meantime can communicate the following:

Hunting Permit Applications may be submitted with inclusion of nocturnal animals. MET will decide whether a permit will be granted case by case.
NAPHA has requested that at least Brown and Spotted Hyena, as well as Caracal should be available for trophy hunting applications again. We have clearly stated that these animals - without a value attached to them – will be destroyed when posing a threat to livelihood.

MET expressed concern over illegal night hunting practices and we urge our members to adhere to MET’s regulations and requirements avoiding further consequences.

Is the problem one of night hunting or of hunting these animals?

Night hunting necessarily uses spot lights, which work better on some animals than others, but without that, you may as well stay home. Is that what they mean by "illegal night hunting practices"?

Perhaps fortunately, if this is a trend, I'm off to hunt nocturnal species in SA in a couple of weeks. Best to get the small cats while I still can!

But, too bad for Namibia, which is a wonderful place to hunt.
 
Thanks for the update. Hopefully they will grant permits reasonably. Especially for hyenas and caracal.

Business is the only way to fly. I'm headed to SA August 25. I'm hoping that business isn't an arm and a leg. If you don't mind, what airline and the cost for your trip. Mine will be convoluted. I'll be flying into the states to pick up my 416 Rigby as Thailand doesn't allow firearms (pay no attention to the daily shootings and killings) so I'll have 2 very long trips.
