Curiosity Question Regarding SCI Form 1 for Reedbucks

Was wondering if anyone was familiar with why SCI does not allow a circumference measurment to be taken and included in the offical score of reedbucks?

Because of the basal pulp at the base. They used to include both with and without the basal pulp in the book but I guess they dropped the circ all together.
I think it was because of the difficulty in getting an accurate measurement around the pulp.
