Any info on the International Union for Conservation of Nature? Black Rhino extinct?

Does anyone have any information on the International Union for Conservation of Nature (IUCN)? They are reporting the Black Rhino extinct. I thought I read recently that there was an increase in the Black Rhino population.
 
I would certainly take that with a large dose of salt! Endangered, of course. Extinct? Not likely.
 
Are the credentials of the IUCN on the up & up, or is it another scare organization looking for money?
 
Not sure about their credentials, at least they stated the problem is poaching by criminal gangs. Most of these stories wrongfully blame hunters.
