Need to edit that:

"If you are unable to obtain an ID,"....and under 65+ years old, .....

There are quite a few people that I am/was familiar/known over the years whose birth record is only recorded in a family Bible.

Their parents used a midwife or the mother just "popped" them out, a day or 6 {+ days} later, the local doctor would stop by during his ususal round making house calls to check on the mother and child, actually the whole family.

Don't know, Never asked about paying taxes.

Mostly farmers, some crew up to work in coal mines, take over the family store, became known for their skills as carpenters/wood workers, loggers, mill workers.

They would get paid in cash respectively: the end of the week, when the job was finished, when their produce was sold, etc.

To hear "them" tell it {their growing up}. They grew up in Mayberry (Andy Griffin Show), "Coal Miner's Daughter" (movie about Loretta Lynn) or something in between.

To hear a "couple" fellows that joined the military, one used a family member's birth certificate and the other erased a friend's name off his friend's birth certificate and printed his name in place.

These folks are in their upper 70's, 80's, early 90's. Their attitude 'Ain't had any ID before. Never needed one. Why get one now.'
