What they could be doing is purchasing these drugs to be stored on a US base in Europe for quick deployment into Ukraine as this treatment needs to be administered within 24 hours. Intel definitely supports that Putin has already made the decision to use targeted nuclear and / or chemical weapons in Ukraine.
