Low results with Vectan Tu5000

Hello,
My friend has reloaded some rounds for my 375 H&H (Vectan Tu5000 69.6grs in Nosler Partition 260grs ) but unable to reach the expected speeds (nor the power). 10% below .
Any ideas ?
Here in France I think we don't have all the powders.

I don’t have any experience with vectan but I’ve done really well with reloder 15, and nosler recommends reloder 19.
Norma powders are wonderful in the .375. If you have access to other powders I would give one of those a spin
