You are right on. Rather than "stalking safety" it is called a bolt safety. Hallowell has photos posted showing an example:

Based on my subsequent research, I believe you are right on. I found a web page with listings of NRA rifle targets. For example, the black area (circle) on the 100 yd rifle target is approximately 6" or 1/6 of the 600 yard black area, 36" Again, these are approximate. Thanks.
