  Had a similar issue with a mod 70 and a Zeiss Conquest scope. Leupold rings/bases. Like you I ran out of vertical adjustment with every shot 7-8" high. Appears that the flats on the rifle are a bit off. So to compensate, gunsmith put a thin shim in the rear ring and re-monted the scope...
