No it is seated one cal length in the brass, my ruger 9.3 has a long throat and I have the bullet seated so that it fits in the magazine and feeds well and gives a bit more room for powder, it is a 250 Accubond and keeping pressures at or below 62K it is stepping out at a respectable speed.
