I have both. My CZ received the ahr option 3 upgrade and it is a very nice looking and shooting rifle. I like the action better than the m70. I like the safety better on the m70. Once you do the upgrade they are priced similarly.

That budget should get you a nice elephant hunt and since you didn't list that on your list I assume you have not done one. My only warning is then you will want to do nothing but hunt elephants from then on!!

The most spartan hunts I have been on are the auction hunts in the Zambezi river valley. You get a tent site on the Zambezi. However, those areas are not the best for your entire list of plains game.

The swift a frame is a soft, I guess as a limited partition bullet the aframe is an improved soft. Regardless, the discussion was really about caliber and not bullet type. I still question whether my 416 with the same Aframe in 400 grain would have been more effective.

I am unsure what you mean by the "big stuff." I think the 338 is plenty big for all plains game. I use a 250 grain a-frame but see that most like the 225 grain. If you are not taking DG then why take two guns so close in performance? Instead, take the 338 and then something like a 243 or 22...
