In the world of today obtaining 2150fps with a 480/500 gr bullet is easier to obtain. That velocity was obtained in 1898 by the 450 NE and really does get the job done if the shooter does theirs.
Having said that I use a 458 Lott.
Rifle was purchased from AHR and has :
Shortened 24” barrel
New barrel band front sight with hood
Glass bedded
AHR 3 position safety
AHR trigger set at 3#
Bolt handle straightened and knob filled
Barrel band sling swivel mount
Holds 5 down in mag with extractor mod’d to accept loose top round...
You may be causing the problem. Try belling case mouth, as in handgun reloading, and then be aware of how you set the bullet in case mouth before stroking ram into die. The problem may be caused by bullet being on angle as ram is levered into die.
I use H4350 in my 416 Rigby and have shot it quite a bit. Did chrony work early on and vel spread was ok. Never used fillers and I load to app.2375fps. on the ave with 400 gr bullets.
Had a Beta Chrony for years ,bit of a hassle but at the time did what I needed. Now use a Labradar and like it. Checked out the Garmin based on this thread and it does have interest but the Labradar does what I need at least for now.
IF Bill is paying low wages it may be He is trying to control cost therefore reflected in the price of Aframes. Higher wages wil mean higher price of bullets and then this forum can judge him on the fact he should have controlled his costs.

Do not kill the Rigby yet it has survived 100 years plus and came back twice as strong late in life. A great DG cart. with history of solid performance.
Had a very early Lott back in the day when we were making our Lott brass from fire formed 375hh . Shot several hundred 458 Win. thru it early on never saw any erosion with the bore scope we had a the time.
Always recall the 450 NE developed and marketed in 1898 was a 480 gr bullet at around 2125 fps. and it replaced most of the black powder rifles quite effectively.
Point is is 30 gr less weight and 150 fps higher vel. off setting the orginal 450 NE.
