The performance would be essentially the same. The issue I have with the 416 Ruger is it is a much higher pressure cartridge and therefore much more susceptible to extraction issues. A PH I know was mauled when the high pressure 416 locked up the action.

I do not have that problem with my 89B 450NE but both my Merkel and Heym 88Bs would bruise the middle finger. The very similar NECG pad totally solved the problem and it does not modify the rifle.

With respect to a scope, you may very well run into regulation issues between the bare rifle and/or the rifle when the scope is installed.
I have both a 88b and an 89b with RMRs and am quite happy with them. On my 88Bs the rib was not machined for the RMS but I had it machined instead of using a screw on base. It is a simple machining job.
