I have no doubt that the 9.3x62 can do the job with a good quality solid and well placed shot. I have done penetration tests with woodleigh hydros and was astounded how well the penetrate. I am however not sure if Karl will allow it on Elephant.

No officials asked any questions regarding caliber or energy. I dont think as mentioned that they would even have a chrony. Karl, the owner of Ndumo explained that if a buffalo was wounded and never found, some uncomfortable questions might get asked.

Not entirely true. I hunted a cape buffalo legally in Namibia's Caprivi region last year in July. Like you said minimum energy requirements apply.
