Have you tried soap manufacturers, it’s used to colour soap so they may have it or be able too tell you who does, or a natural dye retailer? Gumpy Edit, it appears to be on Etsy so they may sell to you, shouldn’t be a restricted item, tell them it’s for home made soap.
