After thinking about it and checking measurements, your 30 Cougar cartridge is extremely similar to the 7x61 S&H. The length of the Norma brass that I use is 2.4 inches and it is a belted cartridge.

I have harvested 8 or 9 Canadian bear over the past 14 years. The prettiest one was a 260lb boat dark chocolate color phase with blond hilites. Remarkable hunting. Photo of the mount was prior to putting up on the wal.

I had one of those rifles. I kept under the seat of my truck for a few years. When I sold it used, abused, and looking like it, I sold it. The guy wanted a beater rifle for trapping. I got $400 for it.

Your revolver is an early Model 10, old one, possibly re-nickeled. When that was made it was called a military & police, M&P. Caliber is 38 special. The model 64 is in 357 magnum.

The mount works well for me. A bit high but is comfortable enough for me. The flag safety has been modified to clear the scope and it is smooth and easy to use. Much better than the usual Mauser flag safety.
