Not really true, Awhile back I grabbed up a 1909 Argentine Cavalry Carbine in 7.65x53 Mauser (developed for Belgium in 1889). I liked the cartridge (150's @ 2700 fps & 180's @ 2500 fps) and the Carbines's handling characteristics so well, that I built another one, from a 1908 Brazilian action and a 1909 Carbine barrel & stock. After assembly and head-spacing she shoots OK! Not great, but not bad either. I only got to shoot a few rounds through it. Some load development is in order. Brazil did not make a Cavalry Carbine, but they did make Mountain Carbine, 19-1/2" barrel with a standard style stock and 98 style bayonet lug and cleaning rod. Now I need to build a 9.3x62 Mannlicher

Nice, I had one made by Loewe Berlin in 7x57 for the Spanish Army.
