Zambian Wildlife Authority (ZAWA) Code of Conduct for Professional Hunters
Zambia Wildlife Authority (ZAWA)
1. That all professional hunters shall give conservation of Flora and
Fauna top priority in all their activities and shall not do anything
contrary to the generally accepted principles of conservation whether
or not these are covered by law.
2. That all professional hunters shall comply strictly with the provisions of
the Wildlife Act at all times under all circumstances. No animal shall be
shot before a license is issued.
3. That all professional hunters shall, in case of doubt, on anything,
consult their management or nearest Wildlife Officer.
4. That all professional hunters shall work in full co-operation with local
Wildlife Officers and Honorary Wildlife Rangers. To this end, every
professional hunter shall, before entering the area of his assignment;
report his presence to the Chief of that area and, afterwards, to the
local Wildlife Officer in charge of the area on his first visit. The Wildlife
Officer shall check on the operations of professional hunters regularly.
5. That all professional hunters shall, where possible, give assistance by
providing essentials to Wildlife Scouts strictly on a payment basis.
6. That all professional hunters shall adhere to the following procedures in
the use of baits :
a. That all animals shot for bait, shall already have been paid for
on a license.
b. That baits shall be out of sight from every hunting track.
c. That baits must be removed immediately the baited animal is
shot and that such carcasses must be destroyed and should not
be left to be cleared by vultures or hyenas.
d. That in the event of unsuccessful hunting, the baits must be
removed and destroyed within 24 hours, all wires used to hang
any baits must also be removed from the area.
e. That there shall be no careless placement of baits.
f. That not more than three (3) baits may be hung at any one time
for Leopard and not more than two (2) baits at any one time for
Lion.
g. That no baits may be hung prior to the start of a safari and none
to be left hanging at the end of a safari.
7. That where professional hunters come across any baits put up by
either citizens or residents, it shall be their duty in that area to bring to
the attention of these citizens and residents the code of conduct
relating to baits. It shall be the duty of the professional hunter to report
any hunter who contravenes this code on baits to Wildlife Officers.
8. That any professional hunter who violates the code on baits, shall have
his professional hunter’s license and or hunting licenses canceled
immediately.
9. That professional hunters shall give respect and due regard to all
Wildlife workers and other hunters operating in their areas. Under no
circumstances shall professional hunters adopt the attitude of
personalizing these areas as their own to the exclusion of others.
10. That professional hunters shall assist where possible Safari clients in
interpreting the law correctly and to adhere to correct methods of
hunting. It is illegal for example to shoot from or near a vehicle.
11. That the normal working schedule of every professional hunter shall
include inter alia anti-poaching patrols of his area of operation, and
shall accord this exercise high priority by sparing time and resources to
achieve this objective.
12. That professional hunters shall be required to fill out forms as and
when prescribed by the Zambia Wildlife Authority.
13. Professional hunters licensed to practice in this country shall be
expected to display a higher degree of conservation and general
integrity both in this country and when they go to hunt in other
countries. If any adverse reports are received by the Authority against
any professional hunter for breaking conservation requirements, they
shall not have their licenses renewed in this country. Any malpractices
connected with foreign exchange dealings, either in this country or any
in any country, will cause the immediate cancellation of the
professional hunter’s license.
14. That no female Leopards are to be shot. Incidents where female
Leopard are shot must be reported to the Executive in writing as soon
as possible, outlining the circumstances.
15. That no professional hunter shall fire together with the client, unless in
self-defense or in the dispatch of a dangerous wounded animal.
16. That the measure of a good hunt shall be the quality of the trophies
taken, the sportsmanlike manner in which they were obtained and the
quality of camp life.
17. That before any professional hunter’s licenses are issued for the first
time, the professional hunter shall:
a. Be required to pass examinations on Act # 12 of 1998 and Act #
111 of the laws of Zambia conducted by the Professional
Hunters’ Association and the Zambia Wildlife Authority to ensure
that the prospective professional hunter is fully conversant with
the laws under these acts.
b. Be cleared by the Professional Hunters’ Association for a
professional hunter’s license.
c. Be in possession of a valid offer of employment from a safari
hunting company with a valid lease agreement.
18. That professional hunters are advised to give adequate surplus game
meat to Wildlife Officers and the local people in order to maintain good
human relations with the local community.
19. That professional hunters shall ensure that bushfires set for the
purpose of hunting in Game Management Areas are set before 31st
July, and that considerable care should be taken to ensure that such
fires do not stray into National Parks.
20. That any professional hunter shall be deemed to having committed a
breach of hunting ethics and or conduct if he commits the following :
a. Shooting from a vehicle.
b. Hunts at night.
c. Gives firearms to minors below 18 years of age.
d. Allows the shooting of immature animals.
e. Fails to honor his obligations to his clients or his company.
f. When involved in under invoicing and or under declaring of and
with-holding information about the volume and status of clients.
g. Using unlawful methods of hunting.
h. If he does anything that puts him in disrepute morally or
otherwise to his client, Company, Association and or
Government.
21. That a professional hunter shall not solicit for a gratuity. A gratuity may
be accepted when offered spontaneously by a client.
22. That a professional hunter may, when requested by a client, give
guidance on an appropriate gratuity for camp staff.
23. That a professional hunter shall use his own liquor unless invited to
share that of the client.
24. That wives and children of professional hunters may be allowed in
camp after agreement with the client and employer company, under
agreed conditions. Independent transport and driver facilities for the
wife must be available when children are in camp.
25. That no observers accompanying clients shall be allowed to hunt.
26. That all professional hunters shall comply with all the terms and
conditions of the lease agreement.
27. That all professional hunters shall endeavor to portray a positive image
of Zambia and her Wildlife Industry.
