Leopard Tags Namibia

The Director of Scientific Services assured us that Leopard Tags may only be utilized by the person that was allocated a tag or his/her direct employee(s).
Tags may neither be sold nor transferred to a third party.
Leopard tags may only be applied for by an owner or lessee of a farm or an outfitting business registered with the Namibia Tourism Board (NTB) and the Ministry of Environment and Tourism (MET).

Perhaps that might bring some stability to the Outfitters planning Leopard hunts.

If enforced, that will complicate things for a couple of the real specialists. For instance, you are a large land owner with cattle who knows little about hunting cats but a lot about poisoning a cat-killed calf. Now you likely won't be able to bring in a specialist (and his client) to deal with the issue by using your tag. This is not good.

That is a potential downfall.
Perhaps some more planning will have to be done to arrange hunts and manage the cats better.

Perhaps, PAC permits might be issued on a case by case basis.
