It appears that a number of American hunters (at least five states) were caught up in this illegal hunting scheme.
Watch out and screen these guys properly.

On July 7, Kevin Baldwin of Grassland pleaded guilty to three offences under Alberta’s Wildlife Act, including guiding for moose without a licence and hunting white-tailed deer without licences. The conviction resulted in $20,500 in fines and a one-year suspension from outfitting, guiding and recreational hunting.
The investigation began in October 2024, when fish and wildlife officers examined allegations that Mr. Baldwin, owner of Limb Driven Outfitting Ltd., had misused outfitter moose licence allocations in Wildlife Management Unit 515. Investigators determined that over a three-year period, invalid licences for moose, white-tailed deer and black bear were knowingly used during hunts involving American clients.
Alberta Fish and Wildlife Enforcement Services thanks enforcement partners Nebraska Game and Parks Commission, Michigan Department of Natural Resources, Oklahoma Department of Wildlife Conservation (ODWC), Montana Fish, Wildlife & Parks, and Colorado Parks and Wildlife for their assistance during the investigation.

Seems like very modest penalties for knowingly violating the law in such a manner. Am I missing something?
Agreed! Not much of a deterrent, when his greed is money driven (so it seems). Make it hurt and make it last to send a signal to others. Same with poachers. Doesn’t seem like the penalty is enough to send a clear message. I’m fed up with slaps on the wrist.

One year suspension? Oh my goodness! Grassland is in the oil patch. Get this clown out of the outfitting business. Let him work on a drilling rig for a while and maybe he'll develop a healthy respect for the law. This one stinks of local politics. Whose pockets were filled with that fine?

I agree. I wish the penalties fit the deed. sadly, .....
