There is some confusion. Someone said I only need a licence for .22 and above

I'll be on private land so won't need a hunting licence

You don't need a license for a 0.177 air rifle, but a 0.17 hmr is a firearm per se, so I think you would. I'll will try to find out quietly. Very interesting question, and the answer is if there is even a chance you can get into trouble with Zim cops don't do it.
 
I believe that you do need a hunting license even on private land in South Africa
 
I have just read the Firearms Act, there is no reference to calibre at all, the only distinction is between firearms and air rifles, firearms need to be licensed, air rifles do not. So yes, you need a firearms certificate for a 0.17HMR irrespective of whether it is on private land or not.
