White out the date, make several copies, take to customs office, fill out your information, have CBP fill out their part and date stamp the form.

Dear Sir, the SA Police are currently accepting the form as long as it is dated and signed in 2019 by US customs.

Another solution but not as simple as the whiteout solution:
Download the PDF Form from the US Customs website, convert to "Word", delete the expiration date and any other date on the form (there are 2) , fill in your name, address and items. Bring to US Customs office and they will look at your items and sign and stamp the form. No expiration date, no 3 hour BS problem like in previous years.
