New Zealand to Ban Certain Rifles

Just an analogy. I just pulled some numbers off the internet.
There are 329.7 M people in the US
There are ~393M guns in the US
There are ~270 M cars in the US
In 2017 there were 37,133 people killed in auto accidents.
Of that, 10,874 were killed by drunk drivers.
In 2017 there were 17,284 murders (by all methods).
Using these numbers, an American has a .0052% chance of being murderd by any means. A .011% chance of being killed by a car. A .0033% chance of being killed by a drunk driver.
.014% of cars will kill someone. .004% of cars will be driven by a drunk driver who kills someone.
Now even IF all of the murders were committed with firearms, .0044% of firearms will be used in a murder.
Notice that the same percentage of cars driven by drunk drivers will kill someone as the number of murders by all means. In reality the number by firearms would be less.
When someone is killed by a drunk driver, you don’t hear Bob was killed by John after he drank Jack Daniels and drove a Chevy. All you hear is Bob was killed by a drunk driver.
Someone shoots someone, the gun is blamed as much if not more than the murder.
Top that off with the fact that drunk drivers are treated as a misdemeanor. A night in jail, a fine and maybe take some classes. Stand in the middle of the road and fire a gun and they’ll lock you up.
Now this is what really gets me as I know from experience as my former sister in law drove drunk and killed a guy. She only served about 2.5 yrs. If a drunk driver kills someone, they are basically treated like someone with a problem. Someone shoots someone, they throw away the key plus blame the gun.
To top that off, a higher percentage of cars kill people but nobody is banning Fords. Maybe AOC will make this part of her Green New Deal.

It is a turn them in, and the government will
decide later how much, if anything they will compensate people.

The government has announced an "intention" to buy-back firearms, but has not given any other information about it. There may be an announcement of intended legislation early next week.
There was talk of average price, age of firearms etc, so I think it will be a token amount of money and a number of firerarms will "disappear" as a result.

Can the government's decision to ban these rifles be taken to court where facts not emotions will win the day? Hopefully resulting in the ban being overturned.
 
"Assault rifle/weapon" is the most over used imaginary term I've ever heard in my life. Drives me crazy.. Hearing the MSM try to define it is depressingly comical.

The term for a fully automatic firearm, one that will fire multiple rounds with a single trigger pull, is machine gun. I don't know who coined the term "assault rifle", but I'd like to kick him square in the butt..

Totally agree...show me any rifle that is not an assault rifle...the other one that gets me is "Military Style....." Show me any gun that you can't trace its origins back to military use.

Our COLFO (coalition of licenced firearms owners) has had a great input to all govt decisions on firearms laws over the years keeping the contempt for us to a minimum by those pandering to the leftist 'take them all crowd' and we are fundraising now to do just that Art. There is going to be legal battles against the draconian decisions taken without consultation and in this overnight kneejerk reactionary way

Changes to firearms

As of 3pm 21 March 2019 changes have been made by an Order in Council to ensure the immediate safety and peace of mind of New Zealand communities.

The Order in Council [Arms (Military Style Semi-automatic Firearms) Order 2019(link is external)] will bring two additional groups of semi-automatic firearms within the definition of a Military Style Semi-automatic (MSSA) firearm:

  • a semi-automatic firearm that is capable of being used in combination with a detachable magazine (other than one designed to hold 0.22-inch or less rimfire cartridges) that is capable of holding more than 5 cartridges; and
  • a semi-automatic firearm that is a shotgun and is capable of being used in combination with a detachable magazine that is capable of holding more than 5 cartridges.

What do I do if I have a firearm that will now be defined as a MSSA?
Police encourages any person now in unlawful possession of a firearm, as it is now classified as a MSSA, to notify Police to arrange to hand over the firearm to our custody. The transitional period allows for people to do so without facing any penalties.

How do I hand in my firearm to Police?
Please fill out the online form. Once this form has been filled out and submitted to Police online, we will be in touch with you to make arrangements for you to bring your firearm(s) to Police at an allocated time, or for Police to come to you to collect the firearm.

Please ensure if Police organises for you to bring your firearm to us that you transport it using a firearm carry case or a non-descript bag.

Next steps
The Government has signalled there will be further changes made over the coming weeks to ban all military style semi-automatics and assault rifles permanently.

Indicated buyback
Government have signalled that their intention is to buyback impacted firearms. The details of this are being worked through, and will be made available as soon as possible.

Amnesty statement
On Thursday 21 March 2019 the Government took important steps to help make our communities safer by announcing a reclassification of some firearms.

The changes were made to the definition of a military style semi-automatic by an Order in Council and means a number of firearms owned by New Zealander firearms licence holders are now unlawful, as ownership of these require an E category endorsement.

The additional two groups of semi-automatics which now also fall under the MSSA definition:




    • a semi-automatic firearm that is capable of being used in combination with a detachable magazine (other than one designed to hold 0.22-inch or less rimfire cartridges) that is capable of holding more than 5 cartridges; and
    • a semi-automatic firearm that is a shotgun that is capable of holding more than 5 cartridges.
Firearms that are not affected by the Order in Council include:




    • rimfire 0.22 semi-automatic rifles,
    • semi-automatic shotguns with a tubular magazine that holds five or less rounds, and
    • pump action shot guns with a tubular magazine that holds five or less rounds.
A buyback scheme is being considered by Government and details will be released in due course. The Government also has indicated they intend to ban all MSSA firearms in the coming weeks.

In the meantime, because this takes immediate effect, there is an amnesty period in place for the foreseeable future. Once the legislation has been changed we will have more clarity around the period of amnesty for firearm owners.

The amnesty allows for firearm owners to take the necessary steps to hand their firearms in to Police.

The amnesty period applies to all firearms. This includes firearms which were unlawful before the changes announced on 21 March.

Isn't it wonderful to be able to take away people's property so easily?
 
With the stroke of a pen and a 3 month wait they just turned people owning plastic bump stocks into felons as of about 15 hours ago in the states.... I waited until the last minute for a federal stay, then sawed mine up as per ATF/presidential order. I was not going to chance a ten year sentence and felony. I think bump stocks are stupid, but it is amazing that they were completely legal by ATF, then magically became "machine guns." And all of the sudden property of mine has to be surrendered or destroyed without any compensation.

Anyway...end rant....stinks what is happening in NZ. The power of a crazy person's actions on the masses is a terrible thing on so many levels.
 
I can almost guarantee that there will be those that will sell these effected firearms to those that can not legally have a firearm for a reasonable return rather than hand them into police with the probability that the buyback price (if it ever comes) will be so pitifully low as to constitute scrap metal prices rather than firearms value. There will be an enormous increase of firearms in the hands of undesirables and there WILL be unfortunate repercussions upon the citizens of all sides of the faith spectrum.
I dont personally have anything that is effected but one friend said he stands to lose $50K

Von Gruff and all other AH members residing in New Zealand. Can't your COLFO request a "stay" of the current changes to your Firearms Law and reclassification? At least till a fair and impartial hearing has been conducted. If not done immediately I fear you will loose the right to have what we call a Modern Sporting Rifle. I'd be happy to donate $100.00 to help fund such an effort.

No chance of stopping the Order in Council, the firearms act allows for Orders in Council to be used.

Orders relating to military style semi-automatic firearms

The Governor-General may by Order in Council do any or all of the following things:

(a)
describe a kind of component as a pistol grip for the purposes of the definition in section 2 of military style semi-automatic firearm:

(b)
declare semi-automatic firearms (other than pistols) of a stated make and model to be military style semi-automatic firearms for the purposes of this Act:

(c)
declare semi-automatic firearms (other than pistols) of a stated description to be military style semi-automatic firearms for the purposes of this Act:

(d)
define or describe features of a semi-automatic firearm (other than a pistol) as features of a military style semi-automatic firearm for the purposes of this Act.

The Order runs out next year, will too late by then if it is found to be "illegal". But I can't see it be declared so, though.
