NAPHA corresponded with MET to clarify some uncertainties regarding leopard tags.

It is well understood that a tag is not transferable. Further clarity on this matter is still required.

The following statements have been confirmed as correct:.
- A tag allocated to a specific farm must be utilized on that farm.
- Any PH registered on that farm is allowed to conduct a leopard hunt.
- If the owner is not a registered guide, only the PH who is registered and in his permanent employ may conduct the hunt.
- It is not possible for the farm owner to use a freelance PH who is not in his permanent employ, even if a motivational letter is supplied with sufficient reason why such a PH should conduct the hunt.

Kindly note that only Trophy Hunting Operators registered with the NTB (Namibia Tourism Board) are allocated tags and tags have never been issued to non-registered operators, as it is claimed.

Thank you but that just added to my confusion? Do I as the hunting client get issued a Leopard tag for my specific hunt?

I was going on the guidelines on the NAPHA web site:

"The following is required regarding permits for trophy hunting:"

Permits must be issued prior to the hunt commencing;
A separate permit must be issued for each individual hunting client;
An extra, special permit is required for the large cats (leopard, cheetah, lion).
It contains an additional list of conditions;
A permit must be completed in full by the hunting client and the hunting professional (wounded or lost animals must also be indicated on the permit);

You are using terms interchangeably that are not interchangeable.
"tag" and "permit" are two different things.

A quota for Leopard is set by MET and then each property that has applied may be issued a tag. This is not transferable anymore and now there are restrictions being placed on who may conduct the hunts on those properties.

Hunters require a permit to hunt in Namibia.
Your Outfitter acquires it on your behalf.

An additional permit ("special permit") is required for large cats.

It maybe what they referred to as "additional list of conditions?"
Still my PH runs hunting out of several camps? So when they say "A tag allocated to a specific farm must be utilized on that farm" Raised a red flag for me. Like I could be restricted to only hunting for leopard in one area?
 
The additional list of conditions is extensive and it is "a list of requirements" to be fulfilled by the PH regarding the specific hunt for the big cats.

The Leopard "tag" is restricted to the property, with the other restrictions noted in the original post. The tag can no longer be "transported" to another property.

Ok so in your opinion how will this effect leopard hunters?
 
It just stops the tag holder from moving the tag to another property.

It should also cut down on any old guy applying to get a tag and sell it. The goal, in my view, is to focus the industry and not have tags being sold like commodities in a secondary market.
 
I've received the following reply from my PH:

Good morning Gentlemen,
This statement by NAPHA was released very late on Friday and certain phrases, that need clarification, could not be clarified anymore. Unfortunately, the CEO of NAPHA is not reachable and the President of NAPHA is in Spain.
Most seems to be very normal and in line with Leopard hunting as usual. However, not being able to use Freelance PH’s is a big concern which needs to be clarified on an urgent basis.

Is the information quoted confirmed? Not as far as I know. But maybe someone knows better. :)
