This is a black bear, cinnamon phase. Much smaller (at least 3 to 4 times lighter) than a "brown bear". (Brown bears are coastal grizzlies in Alaska, huge from a salmon diet).
There are no brown bears in the lower 48. A few grizzlies of good size (600 to 750 lbs) but nowhere near brown bear size in Montana, Wyoming and Washington state. These are half the size of a large coastal brown.
