I was on a project years ago for Atlantic Richfield (before they were bought out) down on the eastern slope of the Andes in Ecuador, in the Amazon Rain Forest. You should have seen the lengths they were going to, in 1998 mind you, to leave the environment as pristine as possible. I have few worries about this.
 
I do not think that is the concern expressed in the article.
 
The only danger is if there are roads cause then the concerned natives use them to access the area where they can then shoot from their vehicles until they run out of ammo FOR subsistence of course.

Not allowed to, and what actually happens are two very different things.
 
In my experience the haul road is heavily patrolled, any satellite roads are gated. Folks do not venture off of them with vehicles. New facilities are typically built with the use of seasonal ice roads. When facilities are taken out of service the area is carefully returned to pristine condition. The porcupine herd has thrived in the midst of the North Slope oil development. Don't buy into the 'anti' crowd.

First off The Dalton highway is not some place you take a day trip to. It is the only highway up there so patrolling it is actually pretty doable. There aren't any close communities for people to come from to do what you've mentioned. And if there's a road to made to this area mentioned it will be near the end, near Prudhoe bay which is well monitored. Way too much money and concerns to let anyone randomly near the wells. The ten mile corridor (five on each side of the highway) can and is bowhunted so add those folks to the monitoring. As for going in beyond that five miles, no off road vehicles so that weeds a lot of pepple out. I've hiked it and it's brutal. What looks flat is mushy and hummocky mounds of moss and grasses.
 
I’ve packed a number of caribou out the 5 miles to the road. It’s not for the faint of heart! Like you say, even in Alaska there are not that many people ready to pack in 5 miles.

WAB and Ryan are correct. this is mostly hype. i suspect the article is speaking of oil development of ANWR.

as stated, not many people, no villages by the haul road that accesses ANWR. also, ice roads in, most real development done in winter and a very small footprint for drilling. a lot of hype over not much of a real issue.

unfortunately, the bulk of people will read this, assume that it is the truth, know nothing about the situation up here and believe every word.

so canada wants to have a say in how alaska develops a 500-1000 acre (probably much less ) piece of ground, well away from the border.

the caribou that ARE interacting with the current alaska pipe line have acclimated to it admirably.
