There are 2 kinds of permits.
TOPS (Threatened Or Protected Species)
1. TOPS Sport Hunting Permit
2. TOPS DCA Permit (Damage Causing Animal)
Sport Hunting Permits are issued to land owners who has 5000 ha and more and has an Environmental management plan in place. These permits are only issued to non resident hunters. a CITES permit is applied for once the hunt was successful.
DCA permits are issued to farmers or landowners who suffers damage to crops, structures or some kind of loss due to the animal/s. These permits are issued to the land owner and he/she as land owner can appoint a local SA hunter to hunt the animal. It is stated on the permit that the animal is hunted under section 14 of the TOPS law and therefor a CITES permit may not be issued once the hunt has been successful.
Only SA residents are allowed to hunt on these permits.
I strongly disagree with this system but that is unfortunately the way it is and hopefully it will change one day.
